Abstract

Objective: To analyze how the lack of regulation regarding the specific functions of the multidisciplinary team of the Municipal Ombudsman for Children and Adolescents (DEMUNA) in Yungay undermines the principle of the best interests of children and adolescents in 2023. Methodology: The research adopts a qualitative approach, basic in nature, with a descriptive level based on grounded theory. An interview guide was used as the primary data collection instrument. Results: The findings reveal that the absence of explicit regulations regarding the specific functions of the multidisciplinary team, as outlined in the Organizational and Functional Regulation (ROF) and the Organizational and Functional Manual (MOF) of DEMUNA Yungay, significantly hampers their ability to protect and guarantee the rights of minors. Conclusion: The main conclusion highlights that the lack of clear regulations concerning the multidisciplinary team's functions limits the effectiveness of their interventions and perpetuates gaps that harm the comprehensive wellbeing of children and adolescents, emphasizing the urgent need for professionalization, job stability, and updates to the applicable regulatory frameworks.
